The Syracuse Onondaga Drug and Alcohol Abuse Commission, in collaboration with the U. S. Attorney's Office, Northern District of New York, and the New York State Police, established the Central New York Methamphetamine Prevention Task Force in 2004.  This planning committee developed a strategic program plan to affectively address methamphetamine clan labs and drug use in Central New York.   The CNY Methamphetamine Prevention task force encourages the development of similar community coalitions throughout New York State to prevent and address any methamphetamine  activity.
The Syracuse Onondaga Drug and Alcohol Abuse Commission and the CNY Methamphetamine Prevention task force encourages the review of the New York State's Office of Alcohol and Substance Abuse Service's new Methamphetamine Electronic Clearinghouse to assist with increasing community awareness and education about the dangers of methampheatmine: http://www.oasas.state.ny.us/meth/index.htm 

Strategic Plan To Address Methamphetamine Production and Use
 
developed by the Central New York Methamphetamine Prevention Task Force

A.    To promote an integrated and effective Clandestine Laboratory Response Program in CNY 

  1. To support and assist UNYRIC with its role of collecting and compiling Suspicious ActivityReports and IdentifiedMaterials/Lab Data through the following activities: a) Increase awareness of and education about UNYRIC’s  role in the CNY  Methamphetamine Prevention Program; and b) Encourage  communities to submit suspicious activity  reports.
  2. To encourage Precursors/Response Training for  First Responders through the folowing activities:  a) Compile list of trainings offered by all entities (i.e.,  DEA, NYSP); b) Provide precursors posters and other educational materials;  c) Encourage in-service trainings to all first responders and  d) Identify funds to support training.
  3. To provide any assistance/support to the DEA with Lab Clean-ups  through the following  activities:  a)Provide education about the clean-up process; b) Circulate written protocol to first responders of clean-up process
  4. To provide any assistance/support to the contracted Lab Clean-Up Company through the following activities:  a) Provide information about clean-up  activities/process

 

B.  To Establish and Provide a Community Awareness Program

  1. To provide Community Education about the dangers of Methamphetamine  through the following activities:  a)Inform communities about the CNY Methamphetamine Program;  b) Develop and provide a public awareness campaign 
  2. To provide or arrange training for local educators and schools through the following activities:  a) Insure training of school personnel with most access to children 
  3. To provide or arrange for the training of local prosecutors through the following activities:  a) Maintain involvement of local prosecutors;  b) Network with local prosecutor training entities to consider further education options and activities

 

C. To Establish and Provide a Retailer Activity Program in Central NY

  1. To increase awareness of local businesses regarding meth precursors through the following activities:  a) Educate local businesses  about the importance of methamphetamine prevention training to employees;  b) Arrange to provide training sessions to local business employees
  2. To provide retailer materials to targeted businesses through the folwing activities:  a) Provide/arrange for provision of precursor fliers, retailer “tags”   and other materials to businesses
  3. To train and encourage local businesses to complete the Suspicious Activity Report Forms and submit to UNYRIC through the following activities:  a) Inform and educate about UNYRIC’s role in the CNY Methamphetamine Prevention Program, as  well as the importance of submitting Suspicious Activity Reports

 D.  To Encourage Agricultural “MethWatch Program” Activities

  1. To Assist Cornell Cooperative Extension with educating the farming community through the following activities:  a) Support the Cornell Cooperative Extension and State Farm Bureau with their provision of activities, programs and materials provided to agri-businesses and farmers;  b) Encourage the continued education of  rural communities
  2. To assist Cornell Cooperative Extension with efforts to increase positive relations between farmers and enforcement. through the following  activities:  a) Encourage face-to-face contact, developed relationships, and good public relations between farmers/agri-businesses and enforcement

 E.  To Encourage the Development of a Drug Endangered Children (DEC) Program

  1. To assist and support the local CPS/DSS with the development of a DEC Program through the following activities:  a) Promote First Responder trainings to Department of Social Services’ staff;  b) Assist and support the local DSS with development of DEC Program through providing information about existing DEC Meth’ Programs

 F.  To Encourage the Involvement of Methamphetamine Treatment Providers  

  1. To assist and support the local treatment providers with provision of services through the follwing activities:  a) Maintain the networking with/involvement of treatment providers;   b) Insure awareness of the treatment provider’s  persspective, and support provision of treatment services; c) Promote networking between treatment providers.

 G.  To Increase Knowledge About Legislature/Policies Related To Methamphetamines

  1. To increase community awareness about existing legislation
  2. Ascertain any need for enhanced legislation in New York State
  3. Establish networking relationships with local legislators.

 H.  Serve as a Pilot Model Program for New York State

  1. Share information about the CNY Methamphetamine Prevention Program to encourage similar initiatives
